What card do you have ??
FXO, ISDN or T1/E1 ???

If you put one phone directly to this line, do you hear noise ???

In my experience i have one computer with a lot of noise with card ISDN, i see IRQ's is the same as NIC and the chipset was SIS, i change the motherboard to one with chipset Intel, and same HDD/card Isdn, etc. and not hear any noise, please use chipset Intel and use a cards with a good brand.

I hope you understand me with my poor English :p
Best regards

You need an electrician to test what i wrote to you i cant know whats your problem because you need an electric tester to test your power outlets and electrical circuits.

I'm sure the problem is not in Elastix version
I think too the problem is in your telco lines, please check the lines with easy phones directly connecte to line and test the line.
