Problems with Iax connection

I have two ipPbx-s they are connected with VPN Cisco routers on each pbx there is iax to another pbx. few days ago my short mobile dialing stoped working, on 1 pbx i have gateways for mobile phones, and 2 pbx dials trough iax connection on that gateways.

extensions.conf

dialing local phones
exten => _21XX,1,Dial(IAX2/dugopolje/${EXTEN},60)
exten => _21XX,2,Congestion
exten => _21XX,102,Busy
dialing mobil phones(not working)
exten => _2XX,1,Dial(IAX2/dugopolje/${EXTEN},60)
exten => _2XX,2,Congestion
exten => _2XX,102,Busy

on 2 pbx i get this error

on 1 pbx i get nothing no trace of calling the gateways.

please help i am new in this.
