PRI (TE122P) - frequent "all circuits are busy now

As the subject suggests, on very many occasions, I get the "all circuits are busy now, please try again later" message played to outbound callers, usually this happens when the number that was called is switched off, so the network that was called returns the voice "the number is unavailable", and after that, asterisk also plays the recording "all circuits are busy now.."

I have noticed in the PRI debug that a hang-up request is passed to asterisk from the PRI but instead, asterisk plays the "all circuits are busy now"..

The details of the log are below, and I would much appreciate anyone that had a similar problem to shed some light:
