no answer fowarding

I am dealing with polycom IP 331/550. When I set up "No Answer Fowarding", and I call the user's extension from a different extension, it calls the user's extension for 3 rings and then routes to the contact that I set (Being the user's cell phone). When I call the user's DID which is tied to extension, it does not route to the contact like its supposed it, it just hits the extension for a few rings and go to VM. Is there something I'm missing?
