You want that if any of your customers dials an extension in one of your IVRs, it should go to the appriate Elastix? Else, provide en example of what you want to do

Oh ok, I got your point, I would do the following:
    1. Create a SIP/IAX2 trunk between your fxo gateway from China,HK, Taiwan to your elastix box
    2. In each trunk definition set the appropiate context, for example:
    ivr-2 China
    ivr-3 HK
    ivr-4 Taiwan
So when you receive a phone call from any of those locations, it will go straight into the appropiate IVR

For inter asterisk connections people usually recommend iax instead of sip.
And you also avoid nat problems.

I think there's a thread explaining how to do the iax connection...

Yes, asterisk makes the needed translations.
You can have an iax trunk between offices, sip trunks for voip providers and also sip extensions.
Have a look at Elastix without tears. I think there is an example of an iax inter branch connection.

    I see.
    I got it wrong.
So you just have 1 elastix box with 3 remote atas with fxo one in each remote office.
    This is much easier.
You need to setup 3 sip trunks, one for each remote ata at the Elastix box (actually one of the ATAs will be in the same lan as the elastix server, if I'm not wrong).
Create 3 inbound routes, send each trunk to a different ivr.
And you have 2 options: to get routers able to do VPNs so all ATAs will be in the same lan, and all the rtp traffic will be encrypted, or to open ports 5060 for sip and 10000-20000 for rtp in all routers.
I would go for the vpn.
You will also need the routers to have QoS.
