If I get a Sangoma A200 FXO/FXS card with hardware echo cancellation will that act as a timing source and do echo cancellation for the whole PBX or just the FXO/FXS ports on the card?

Well do you have echo on your voice calls, I have not had this problem. Like I said try all free methods first before you worry about spending money, then if you have echo take that problem on next.

Unfortunately, if you have echo on your SIP trunks, it is either a seriously underpowered system that can't process fast enough or more likely a network latency problem (no latency, no echo, high latency delayed audio and if you hear echo there must be an acoustic coupling at the "handsets", either end, so turn off you speaker phone and live with the delay) The Dahdi echo cancellation can do nothing about that as it is designed to correct a very different problem where the tx and rx audio shares a common physical channel, this is not the case with SIP.
