Why is this?
you should be able to do it with centos2elastix, but might have problems with the kernel version and zaptel package.
There are companies that already host elastix vps:

Man, I told you how I did it, you can try at least. You can always reinstall your VPS if it doesn't work.
And I'm quite busy now, can't install it for you. Get someone with enough experience and knowledge to do it.
Try talking to Palosanto paid support crew, and ask them for a quote. Maybe this can serve to help them improve their CentOS2Elastix script, so it will help future VPS users.
Anyway, you should learn a lot to be able to configure and manage your Elastix VPS, it is not a piece of cake, as many different programs are interacting with each other.
I can provide VPS with elastix pre installed for you. Let me know if you are interested
