Due to area code changes you must be dial .....

Hi,
We have elastix PBX. Some time PBX give below message "Due to area code changes you must be dial 10 digit number after the pound key". But couple minute later try again PBX complete call at this time.

We have digium TDM410 FXO card and 4 analog PSTN line. Our outbound route dial pattern is 1NXXNXXXXXX
and NXXNXXXXXX.

Do you have any idea what's going on?
