Can't start httpd

I want to start httpd but it failed.

[root@voip logs]# service httpd start
Starting httpd: (30)Read-only file system: httpd: could not open error log file /etc/httpd/logs/error_log.
Unable to open logs
[FAILED]

and I checked /etc/httpd/logs, they see all good:

So I tried to change error_log permission:

[root@voip logs]# chmod 777 error_log
chmod: changing permissions of `error_log': Read-only file system

Why I can't change them permission?

You can't write anything to a read only file system, correct the hardware problem first.

sorry, no. at a guess it's a collision on your irq's between the hd controller and your voip hardware. Investigate your BIOS settings, and your APIC kernel boot options.
