all circuits are busy now

    When dialing some phone numbers I am getting "all circuits are busy now".

    This is not a capacity issue.

    Out outbound trunk is a dahdi/T1.

    Can someone point me in the right direction for troubleshooting this.

    Is this an upstream issue ? It is always the same numbers.

    Try adding the specific DID you are having trouble calling to your Outbound Route dialing pattern, as an interim fix until someone with higher authority can get to you.
